I’ve decided to keep my phone with another carrier but my Koodo sim already arrived in the mail. Can I return it for a credit?

Are you asking if you can cancel your new line without penalty? In that case, you would need to schedule a callback. The SIM wouldn’t be unused though, so you’d need to destroy it.
If that’s not what you meant, please explain :)
