I didn't use the new SIM card that arrived with my moto phone - I took the one from my Samsung A so I could keep my phone number.

I still have that extra new SIM card.
I am wondering if you have a pay per use option where I could put that unused sim card into my Samsung and use it as a second phone number for verification text messages and pay per text message or be able to load like $15 on it and use it as a backup in case something happens to this one.

But not a monthly charge.
I already have a monthly charge phone.
I want to use that extra sim card to activate an extra phone I already have and only pay for what I use on that one .

Is this possible

The new sim you got with the new phone is a postpaid sim card and can be used as sim replacement in case the one you have from your Samsung phone gets defective over time.

This new sim can also be used to activate a new monthly plan on your account (new number), with the help of a rep over the phone (a connection fee will apply). It cannot be used for prepaid (pay as you go) plans.
