News to me, but when roaming, accessing voicemail is considered a call. Is this normal? I got tons of spam voicemail and now I’m being charged for it.

+4Correct, when accessing your voicemail you’re dialing a voicemail number so it counts as a call.
You won’t get charged if people leave you voicemails, only if you call to listen to them.
