Hi, I'm on a prepaid plan and received a text with a promo offer of 12gb for 25$ if I switched to monthly.

I called not even an hour later and the rep said it wasn't available and tried to sell me on a more expensive plan. 

When I asked how it could be unavailable just an hour later she said it was just a mistake. 

Seems like a scam to upsell.

The offer can be redeemed as follows: 

By Calling, visiting a store or completing the migration online. 

You must provide the rep with the promo code provided in the SMS and the rep will enter the 10-digit phone number as the validation code

If it is done in store or online: The store rep or the customers through Self-Serve will complete the prepaid to postpaid migration. If activation is completed online, you will receive the SIM card in the mail after completing the transaction.
