Not allowing the choosing of a perk after changing plan

Hi there,

 

I switched my plan quite a while ago, and have had trouble getting the perk that goes with it.  I try periodically but it has now been a couple months.  I wanted to add the unlimited international sms but I have gotten the error/ice cream page every time.  Please help?
