I just moved to Koodo about a week ago and there is now a promotional plan available that is cheaper and with more data. Can I switch to this plan? I don’t want to go through the hassle of cancelling and then reactivating because I would like to keep my transfered phone number.

If you are that new to Koodo, you could schedule a call back from Koodo with Koodo Assist and ask them to switch plan for you www.koodo.com/chat or chat with a rep via Facebook messaging (the link is below).
