In Europe with Easy Roam, can't make calls

I'm in Europe using Easy Roam.  SMS/Data works fine, can't make calls.  International long distance add-on is on the account. 

Yes, I'm dialling +. 

I.m on a compatible network (T-mobile NL). Have tried manually selecting the network.

I've rebooted the phone many times since arriving.

I've reset network settings.

VoLTE is ON.

I received the welcome text when I arrived.

I've gone through the various Koodo troubleshooters, and read many of the community forum posts.

I've done a voodoo dance.

Can a mod please flag this to Koodo support to help me out?

    Hi there! We looked into your account, and you had all the correct add-ons, except the VoLTE. We have added it to your account.  Please restart your device and see if everything is functional.

    Thank you for the quick response! 

    I've restarted the device (Pixel 6) and still have no luck.  I have full bars, and SMS gets through, but when I go to make a call, it tells me that the mobile network isn't available.  It does this with every network I can connect to.

    Any ideas?

    Everything is set up correctly in your account. We have refreshed the backend just to be on the safe side..
