I recently move my plan to this plan of $60 per month for 20G. I got 4G instead and it’s annoying. My previous plan was $48 for 5G.

When you change your plan you get a prorated amount for the rest of the billing cycle. Then you get the full amount when your billing cycle resets.
If you have 4GB right now then you likely have 6 days left in your billing cycle:
20GB / 30 days = 0.67GB/day
0.67GB/day * 6 days = 4GB
