Easy Roam only gets used while your roaming in other countries, If you don’t use your phone in the other countries, then you won’t get charged.

If you’d like to remove easy roam from your account, you can do so from the add-on section, but keep in mind that the pay-per-use rates are insanely worse.
Data roaming in Norway for example is $5/MB.
The Facebook app is 358MB for example. If you were to download that while roaming, it would cost you $1790 vs the $16 of easy roam.

I still don’t see why I’ve been charged $54.00/ month (Nov. 7 Dec.) for a service I don’t use.

It doesn't matter if you didn't use the service. You are billed when you sign up.
