I am not able to change existing base plan $30 at 4G speed to $40 at 4G speed. How can I just pay the difference amount and use the updated  base plan  $40 at 4G speed with the same plan expiry date?

This feature is available with Rogers, Chatr.

I do not want to forfeit existing amount and start a new plan.

Generally, changing your baseplan means terminating the current one and resetting your renewal with the subsequent one. Only booster balances are carried over. Cheapest way to do so is near the end of your current billing cycle.

What error did you see when you tried to change your plan in prepaid selfserve?

I assumed both plans are for prepaid customers?
