My phone kept saying "will send messages when service available". I finally turned on mobile data and it worked.. Why do I now need to have it turned on?

Hi there,
were you sending pictures or videos? As this requires data to send. That or if you’re an iPhone user using iMessage, it requires wifi or data to send the message if it is not a regular SMS text.
Yes I was sending photos actually no it's not an iphone.
