Hello I have switched from Koodo to another provider and they send me a mail that I owe them $-0.70. also I see in my credit card that they didn't cancel the pre-authorized amount I used to pay each month 

A negative balance is Koodo owes you. I forget how credits under $5 are processed. I can flag a rep if you like.

Well, it does get cancelled eventually. You're not going to be charged anymore. If youre concerned, you could always remove the preauthorized payment option.
