My number was used by someone before, he has used the number to file for his tax and also used it for his banking app. I am being restricted from using the same number as my mobile number to file my tax and if anymone sends me money via my mobile number its been sent to his account.
How do i resolve this issue.

Assuming this is a relatively new number you've been assigned by koodo, the simplest solution would be to change your number. This can be done for free via self serve once per billing cycle.
