Received a message from Koodo today affering 6 mos Apple TV+ for free. Followed the link, logged in, filled in the provided promo code and it said promo code was invalid or expired. The only offer available was 6 mos at a reduced rate but that’s not what the message said, it said six months « on us » 

Some offer had conditions on them. Are you currently or was a subscriber of Apple TV+? 

Subscribed to Apple TV + a couple of years ago, directly through Apple but never via Koodo and have not been subscribed to Apple TV+ since at least last winter or so (whenever Ted Lasso series ended).

Where did you receive the offer from? SMS? E-mail? 

I received the offer via SMS. It was legit. Others have reported same issue, looks like the Koodo folks are checking it out.
