We have looked into it and we couldn’t find a roaming charge on the December bill. Do you see this charge on your PDF bill?

Yes it is on the December bill. Please see the other line ending in 1510. Easy roaming add on $15. Needs to be reversed

With a Canada-US plan, there will be no fees for when the phone picks a US tower while near the border,. On top of that, you can use your phone without additional charges in US (some exceptions apply).
