Child one has an outstanding tab and wants to change out current phone for another style phone
Child two has no tab
Can child one switch phone with child two who will then have and pay the rest of that phone tab off
And then child one will purchase new phone and have new tab?
Is this a possibility?

Yes that’s fine.
It just means that child 1 will have the outstanding tab on their own line AND the new tab on the other line.
So if child 2 wants/needs a new phone, one of those two tabs will have to be off to accommodate them.
