Accidental Roaming can happen while near the border. The phone automatically connects to a US tower and is re-routed back to a Canadian neatwork within 2 -10 minutes, depending on the signal strength. 

We looked over the days with the charges and it seems like your device remained connected to a US tower constantly starting with the second half of the 14’th of September,  constantly through 15 and 16 and the first half of the 17’th of September. This does not reflect accidental Roaming and from what can be verified, the charges are valid.
