I have a Friend with a Canadian area code cell phone number, who’s wintering in the USA. I have Canada wide calling on my plan. Would there be charges for calling from Canada to my friends number?

You could call them without any extra charges, but depending on their plan/carrier they may be charged extra for answering calls while roaming.
