I keep getting calls to my cell saying I qualify for a 40% ‘excellent customer discount’ but I can barely understand the caller and he wants other information! Is this legitimate and how do I proceed to get it??

Sounds very much like a scam.
Never give any personal info over the phone if you didnt initiate the call.
If you are curious about the deal and want to believe it is true, ask them to adde the offer to your account profile and you can then connect with Koodo to validate the offer.
