Lg g3 D852 not rooting, and y does it say bell in the network area when i go to root?

Telus and Bell share a mutual roaming agreement. It's not uncommon to see Bell listed among available networks. Your phone will always identify that you are connected to Telus or Koodo, even if it's connected to Bell. As far as rooting, you're on your own there. Some devices it's easy and some devices are more complicated.
