Internet Sharing not working on a Windows Phone. How do I troubleshoot?

This is a follow on question from my previous question but I reposted in case the question is missed. I moved a Koodo SIM to a Telus Windows phone. With the right settings the phone works and data works on the device itself. But if I turn on Internet Sharing it fails saying that: "There's no cellular data connection to share right now. Check your cellular settings and signal, and try again." Clearly I do have a data connection because I can surf on the phone. How do I get Internet Sharing working? Many thanks.

http://www.wpcentral.com/access-point-updated-lumia-owners Navigate to this page with your PC and then scan the QR code with Bing Vision on your Windows Phone. If you're using WP8, Bing Vision can be launched by pressing the search hardware key (right of the home key) and then pressing the eye icon. If using WP8.1, Bing Vision can be launched from the camera app under the Lenses menu. When you scan the QR code and tap on the link on your phone scree, it'll take you to the app in the market that is normally hidden. Install the app and this will add an "access point" menu in your settings. Tap on that and select Koodo from the list. You should be good to go. After doing this Internet Sharing and MMS worked without a problem for me on non-Koodo WP devices such as the Lumias 810, 920, 928, 1020, and the Icon.

you can also just go to the below link from your phone to get the access point app as well http://www.windowsphone.com/en-ca/store/app/access-point/ce3895c7-01d0-4daf-a4c3-25c10463942d
I am afraid Access Point will not install on this phone. The message is: "This app is not available for your device"

well it is for the Lumia line, do you by chance have another type of WP ? most manufacturers have an equivalent app, you can also download an app call "SysApp Pusher" which will allow access to which ever app you need, as you cannot search them directly in the store

That would be the issue. The Samsung app is below. i don't have any experience with this app but it should work the same. It does seem to currently be broken if you are using the 8.1 Dev preview though. http://www.windowsphone.com/s?appid=d6ed0f16-898c-4579-b140-9942869b9bc4

Unfortunately the app doesn't help. After inserting the Koodo SIM it still thinks I am on Telus. Only Telus APNs are available in the list.

Sorry, I forgot that Telus carried the Ativ S, I assumed it was a Lumia. Here's a guide for manual APN configuration for the Ativ S from Swisscom: http://devicesupport.swisscom.ch/web/samsung-ativ-s/set-up-your-mobile-phone/how-to-set-up-your-mobile-phone-for-internet Ignore the Swisscom APN, use the values from my blog post instead: http://mobilemasters.koodomobile.com/the-comprehensive-guide-for-bringing-your-unlocked-device-to-koodo/
Thanks for all your efforts. Unfortunately I am no further ahead. I can get to the internet on the phone but I cannot turn on Internet Sharing.

Pretty sure that the info you posted is to allow the phone to connect to the network for data use on the phone itself. He is wanting to create a hotspot so he can connect other devices to it so they can connect to the internet.
Thanks Telus Customer. I will try that.
I don't have a parameter called APN Type. I tried the isp.koodo.com with the same results.
I suspect that it is something to do with the fact that it is a Telus phone. In the APN app if I uncheck the "Automatic APN" option and then try and set the "Active APN" I am only offered Telus. It seems to be detecting Koodo because it does connect to Koodo and I can surf. I just cannot turn the phone into a hotspot.
I just switched to Koodo bringing my Samsung ATIV S and although data on the phone works I cannot tether (using internet sharing). It tell me there is no cellular data connection. This is a must have feature for me.
