Phone plan upgrade

I have an older plan (the Tab S). My phone just broke, and I am thinking about switching to the $35/month plan, mostly due to the extra minutes it offers. However, if I found that I don't really need the extra minutes, would I be able to switch back to my old plan that is no longer offered?

You can only change to an available in-market plan at the time.  If the plan is no longer offered, then you wont be able to change to it.
