must I clear my phone bill first?

I know that my tab balance has to be at 0 before upgrading but do I also have to clear my phone bill before upgrading? It's not late and never has been

No you shouldn't need to, you should be able to upgrade with no issue if you have never missed a bill and are within the most recent billing period with only a bill owing.

Hi Toni! Paul is correct you will be able to upgrade if your account is up to date.  You can still have an amount owing as long as it’s not past the due date.  You can upgrade at any moment by paying off your current Koodo tab balance or you can wait until it gets down to $0.  Enjoy your day :)
