Exclusive Upgrade Offer Issues, $75 off any phone doesn't appear to apply to any phone

I received a message about an exclusive upgrade offer for $75 off any phone when I upgrade on the tab. Note that I also have a $150 positive tab balance which I should be able to apply when upgrading on the tab. The issue is that these discounts do not appear to be applied consistently. Phones that are available on the tab when I am not logged in (such as the iPhone 5s) disappear completely when I am. Others are suddenly not available on the tab and can only be purchased at full retail price (such at the iPhone SE, see screenshot), and still others appear not to apply the discount (even though it clearly says ANY phone in capital letters). Basically any phone I am actually interested in appears to not be working with the deal.

Yes, I see now Brett, I think I know what the issue is, but can't fix it tonight. It seems the positive TAB balance is somehow messing with the system hence the disappearance of the phone in a logged in status. I'm hoping to get some answers tomorrow get things straighten out. Thanks for your understanding!

Thanks for getting back to me. I wasn't sure if it was an issue with my positive TAB balance or something else, but I thought I would ask!
