new sim card activation

My old sim card is not working, I have a new sim card but cannot seem to activate it without an active phone, which i don't have until the new sim card is linked to my account. Can anyone help

Are you a prepaid or postpaid customer?

When you mentioned the “old SIM card not working”, was it working before and your account wasn’t in suspension?
