In a case where you are staying at a hotel/cottage etc. with access to wifi on a trip: I'm thinking there should be an option to select on self serve which one you want to take priority: Easy Roam or Pay Per Use. That way, if you know you may only send one or two texts to family back home one day, pay per use is the better way to go (then you can switch to pay per use while still on the wifi before heading out for the day). But if you know you will be using your phone frequently the next day (making calls, sending texts, using data) then you can switch to Easy Roam and go nuts. For example: one day I go hiking and only check in every few hours via text to family know I'm good/where I am, not using my phone for anything else that day (and enjoying the scenery) while the next day I may take the train into the city and chat up a storm and use data to look up a good restaurant and shopping hubs. I read somewhere that the removal of Easy Roam will hopefully be available on self serve soon, which is cool. A nice, easy "switch" option (between easy roam and pay per use) without the hassle of adding it/removing it throughout your trip could also be an option? I know it's already easy to add/remove add-ons but, hey, what can I say? We live in a world that strives for convienence. I think this allows a bit of freedom for all since some will use their phone like crazy while outside of Canada (therefore taking full advanatge of Easy Roam) and some may not (who prefer pay per use).
