I'm thinking about cancelling my home phone with Bell and changing my cell phone number with Koodo from the current mobile number to my home phone number that I have with Bell. Would there be a charge from either Bell or Koodo to do this?

There would not be a charge from Koodo if you do it yourself on self serve. There could be a charge if you do it over the phone with Koodo, so it's best to try it first on self serve as they will waive the charge if there are any error messages. I'm not sure what Bell's landline policies are first hand. I would assume unless you are signed into a term the only thing you will be charged from them is the final bill.
