If you qualify for the plan you can easily get it in store. Otherwise you have to call in and wait. I believe the promo ends today though so if you can't get through I'd recommend switching providers.

The customer service told me that as long as you have your ticket number set up to speak with loyalty department then they will honor the plan when they call you back.

How do we get a ticket number? I've been on hold for 2 hours

What I did to get through to Koodo was had two calls going out at once from my phone. Then I was constantly switching back and forth between the two calls. The call that had been shortest, only 15 minutes was answered. So they are not answering the calls in sequence. It's random answering. So I would strongly suggest my idea, sitting on hold for a long time, usually means your call probably won't get answered, it must be a fake hold or something. I don't know if the deal is still on today, but give my idea a try and you're at least doubling your chances to get answered.
Oh and I am an existing customer, they offered to transfer me to retentions, if they don't offer it to you and just say no, then ask for the retentions department.
So.. on the website it says in store only... however when I went to the Kiosk, they said they couldn't help me that I had to reach customer support.
So which one is it! ??

It is in store only. If you don't properly qualify for the plan (arent a new customer) then you have to contact Koodo to get it.

Keep trying to call, but always get a "busy" signal
