$13 particial charge?

I received my first bill saying:

"Partial charges
$13.00$65 2GB Unltd min plan (Jan 11 To Jan 16)"

But I never made any changes because this is already the plan that I signed up with. I had even asked the team member who sold me the phone if I would be receiving any start up charges and he said all I'm paying for is the monthly plan. I received a text saying that it was over what the regular monthly plan is so I checked the self-serve billing plan. I just wanted to know what this charge is for and I'm hoping there was just a mistake with my billing - not unwarrented hidden fees!

You signed up January 11th. Your first billing cycle ended January 16th. You were billed a prorated portion of your plan rate for the period from January 11th to the 16th, plus the month in advance for your first full month of service. From now on, each month you will pay the plan price for the month you are going into, plus any overage charges for the month that has just ended.

This is a normal situation that occurs with your first bill (and only the first bill). When you sign up it's more than likely that it won't be on the exactly in line with the billing cycle you will get from koodo. So added onto the first bill is the amount equivalent to the time you used your device before your billing cycle begins, that period equals 0.2 of an month so you were charged $13 (20% of $65). This means for your first bill you will be paying $78 plus tax and everything thereafter will be the regular amount provided you don't incur overage charges.
