Sometimes it happens. It could be a problem from either end. Nothing to worry about and there's nothing you can do really. Just restart your phone to refresh it, that could help. And considering you received the message, not sent duplicate ones, the issue is probably your friend and not you.
Just dial and text normally as you would back to Canada. To call a Mexico number you just need the full phone number. It's not as complicated as people online make it seem as long as you understand and have the correct roaming/data roaming settings which you say you do so you should be fine.
So when you say account is fine, do you mean you're up to date on your payments? If you have a past due balance, your service could be suspended by Koodo. Are there other lines on the account that are working but not yours? Sorry your post isn't clearl in that regard. If you haven't already...
You can attempt to locate it through Android Device Manager: google.com/andoird/devicemanager If it doesn't work, then the phone is off/has been reset. If you've suspended your service already, this won't work unless the phone is connected to wifi.
Texting and calling will still cost you if you're using those. Remove your sim card if you think your phone isn't working properly and stopping data. However, I'm positive there's nothing wrong with it and that data is being blocked.
