No lie, I just dropped my phone (on accident) from about a 2 foot height. Nothing broke on/in it.

I currenty own a Nexus 4 and I have no issues with it. If your screen physically broke twice, how is that the phone's problem? No one ever said they were indestructible...
It doesn't matter if you paid full price for it. Most phones are locked to the provider you got them with. The Nexus line of phones are always factory unlocked.
He is still with Koodo. There is no reason to have the other provider's sim activated.
$100 for an unlock?? Wow... If you are using the same sim card, just put the sim card in the unlocked phone. Should work almost immediately.
Can you confirm that the phone is connected to either WiFi or the mobile data network?

See about warranty on the phone or possibly get a new phone, if it is financially feasible.
Just to be sure, when you press the power button, nothing at all comes up? If that is the case, there is a good chance the battery is not holding a charge at all or the phone is pooched.
Do you happen to see teh charging symbol when its plugged in?
How are you going about turning it on? Are you just pressing the power or holding the button for a few seconds?
