What kind of phone do you have? Did you also move your number from the other service provider? Are the messages you are sending blue or green? Do you have an internet connection of any kind when sending these messages to other iPhones?

Umm...that's not right at all. The LD saver actually does lower the per minute rate for calling
HSPA 850/1900 MHZ frequencies are what Koodo uses. I have not seen different answers for this.
Sometimes Self Serve can take up to 24 hours to update that sort of info. You can always Call Koodo to confirm the payment just to have your mind at ease.
How was the payment made over the phone? Talking to your bank or with Koodo?

Have you turned the phone off and back on again AFTER they restored the service?
If it is within 15 days of purchase, bring it back to the store it was bought from. They can give you a brand new one. if it is after the 15 days, then a repair would need to be done.

If anything, the APNs would have to be set up. That is about it, assuming the phone is compatible with Koodo to begin with.
It's possible that something needs to be refreshed from Koodo's side. Give them a call from another line to do that.

If they are on wifi and send you messages when you are not on wifi or mobile data, that is why you are not receiving their messages. they are still being sent as iMessages. How can you be Facebook chatting with them if you do not have a data connection?
I'm not talking about cellular connections, just data connections on the iPhone users you are not receiving the messages from.
Hmm...Based on all the info so far, correct me if I'm wrong, you can send to them as your settings are what they should be. They cannot send to you possibly due to a wifi/mobile data connection...just a guess
