Ordered a week ago, charged but still no update

Ordered a new phone a week ago, was told that my current plan is not compatible with tab offer and that I needed to pay almost the full price. Got charged right away but still no phone or update from web store. Noticed the price has dropped since order. Tried to cancel, spoke to rep, but she was of no help. She said she would “email someone” but I have not seen any confirmation of that. Now I am out $600 with no phone or explanation.
