Can't update address from PO Box to street address

Question

I’ve been trying to purchase a new phone and since I have a PO Box, I am trying to update my address to my street address. When I do, I can see that it says “Success. Give it a few minutes to update”. The address box goes blank, then reverts to my PO box. I’ve tried refreshing the page, new browser, doing it on my phone vs the computer. It doesn’t update. It shouldn’t be this hard to update an address.
