No.  If you can connect to any WIFI, it's free.

Wifi is just any internet connection that you can connect to. You don't pay any extra to use wifi on your phone. You do pay to use data on your phone (whether it's part of your plan or pay-per-use).

-Make sure your data is enabled on the phone in your settings menu.
-Make sure you have a valid data booster if you are on prepaid
-Make sure you do not have a data block on your account, you can check and remove it through your Koodo self serve account
-Make sure your APN settings are set to those of Koodo's (Koodo's APN settings below)

Flip phones do not use data in the fashion smartphones do. There is no need to have a data package for a flip phone.
