Koodo should be the first

I bought a 15 Euro Prepaid card in Germany in Dec 2012, in March of this year (2014) I received an email stating that since i had not bought airtime in 15 months or used the card in more than 3 month, the card would expire on the 01.04 unless I bought more air time. Why can Koodo be the first to offer extended expiry dates for their Prepaid products?

The difference is Koodo requires a minimum base plan of $15 each month to keep the account active. Or, you can let it go for 89 days and then top up again.
Which is a much shorter and much more expensive than 18 months for 15 €
