Can I transfer my SIM card to a different phone *without* updating the IMEI information that I used during the activation of the SIM card?

Are you going to transfer your SIM card to an unlocked phone? I use a Nexus 5 I purchased from Google Play (it's an unlocked device). All the Koodo rep had to do was pop in the SIM card and activate it on the system and the phone worked. If I go into my profile it says the ESN information is unknown. Same thing happened when I used to be on Telus. I had the Nexus 4 popped in my sim and it automatically worked, purchased the Nexus 5, popped in the same SIM and it worked without having to contact Telus. I also did the same thing with my wife's OnePlus One on her Rogers account. Used the same SIM she had in her S3, popped it into the OnePlus and it automatically started to work, didn't need to contact the carrier. You may want to contact Koodo just to confirm, but from my understanding if the phone is unlocked it shouldn't be a problem. If your phone isn't unlocked that may be a different story. Unlocked or locked doesn't make a difference in this matter (except that the phone will not work if it's locked to something other than Koodo or Telus). The SIM will work automatically in the new phone (providing that it's the same size. If it's a phone without a removable battery, a phone reboot is usually required after the SIM is inserted in order for you to connect to the network.

Awesome, I figured that was the case since it's what I have always done in the past but just wasn't sure if that was because I had an unlocked device or not. Thanks for confirming.

Service providers rely on some data from their own SIM card and also from the phone electronics (IMEI) and (APN) to mesh with THEIR system. Switching an unlocked Koodo phone by just popping in the relevant SIM card for a US carrier for the winter went fine without being touched by human hands EXCEPT for data. Had to call US carrier and provide IMEI + then update APN (access point name file on phone) to get data handshaking.

YOU don't ever have to provide the phone IMEI, however Koodo's system can self-identify the phone. (if you're asking because for some reason you dont want them knowing the phones IMEI)

IMEI may be required if you are changing providers. I have no reason to hide the provenanace of any of my phones. Original poster was obviously skating with an "unmarked" phone from one provider to another. All he had to do was do the expreriment for himself and get the particular answer he needed other than asking the community hypothetical questions. I invite anyone to get proper data service with a US provider by withholding any info whatsoever.

Just bought a blu xl to replace my lg straight talk with at&t service. Can I just remove the sim card from the lg and insert it in the blu phone. Is that all I have to do ?

As long as the Blu is unlocked, compatiable and not on the stolen/blacklisted database, yes

Agreed. If nobody explores new frontiers, there's no point in any discussion. We can only share experiences we have had, + / -.
Straighttalk turned off my SIM because I moved it from my old phone to my Moto G4. I was informed what I had done was illegal and was penalized my remaining services and data. I was not aware of any such law. EDIT: My infraction was not informing Straighttalk of the ESN/IMEI change
