Will I get a confirmation text when adding on an international call&text plan? Will I be charged twice if I try again? It's been 3 hours

Yes you should get a message saying it is now active. I would contact customer care before trying again. Dial 611 from your phone.

Or you can check it through self serve if it added already. Also, you can't add same add-on at the same time. Ex: you can't add $15/30days :75 texts until it expired.
