I just upgraded two phone lines on the same account 2 days ago. Going from 2 gb data per line to 12gb. My account still shows the 2gb as being the limit and one line has reached that. Billing cycle ends tonight at midnight. Do I have to wait until then for the new plan to take affect?

So the selfserve showed the new plan as of now.
If so, your data limit was set by the proration rule from Koodo https://www.koodomobile.com/en/help/proration you had a prorated amount of data if you changed your plan in middle of a billing cycle. You should have full 12Gb in the next cycle.
