what is 300 local minutes means for st. Catharines, ontario?

Any idea what is 300 local minutes (not canada-wide like Anna from koodo said) means for my plan? I live in St. Catharines, Ontario. I am in a tab plus, ($21/mo) and she said that my plan is already expired. I'm just confused what is this LOCAL means? The guy where I purchased my phone didn't explain to me that I am in a tab plus but it's not canada-wide...

Unlimited Canadawide is $10 extra.
You can change to it in self-serve if you would like to add it.

 Local is just your area. If it says "long distance charges may apply" good chance you're getting charged.

I appreciate your answer... The point of my question is my area coverage, or
 [b]my "local" AREA coverage where I can make or take calls that I won't be charged for a long distance. [b]From WHERE to WHERE ???.
That's why I specifically mentioned that I live in St. Catharines, Ontario.

Hi Tony!

Basically, your local calling area is pretty much the same as for your home phone. For instance Niagara Falls, Welland, Niagara-on-the-Lake and Fort Ere are in your local zone.
