send and receive picture messages without having to turn on cellular data

My old HTC One V could send and receive MMS picture messages without having to turn on cellular data. So there was never any worry that my small data plan would be exceeded. Not so with my new Moto G and Moto E that require data to be ON. Surprise! Even though data is not actually charged to my plan when MMS are sent there is the likelihood that some other app will use data when it is enabled.

Are there any newer phones that don't need data on to send MMS? I assume it was due to being on the older GSM/CDMA network and the 3G/4G networks require data to be on.

The suggested workarounds for this, ie. use another app like Whatsapp that send data over wifi are at best awkward. You can only send/receive to another Whatsapp user and it doesn't work if you are away from wifi.

Koodo added a Data block add-on that costs $2 and blocks all data except picture messages.
That would be the best way to do it.

EDIT: Dec 5th.
Replaced the old data block, so now it costs $2 but allows you to picture message.

get a data monitor like "My Data Manager" from the Play Store.  It will help you.  Also background data access turned off under

[b]Settings > Data Usage > [Three Dot Menu] > Restrict Background Data

That's in Lolipop - I certain its in Kitkat too...

This prevents them from leeching data - but it also prevents some notifications and what not.  Apps only have access to data when you are using them.

Remember, MMS does use data, but the provider ignores those data packets when its from an MMS request and they do not count towards your consumption.

Sending an image in Google Hangouts will use data, using hangouts as your SMS/MMS application and sending that same image using MMS will not count.

Cell Data has to be turned on...  just go with my above tip for turning off background data if that is a concern for your situation.

Shouldn't the Data Block w/ Pic Msg add-on be free if unlimited MMS is included in the plan? It should be Koodo's responsibility to provide the benefits of our plans, and customers shouldn't be charged for a feature that is absolutely required in order to deliver on the promises of the plan.

I think it should be a free option. I suppose Koodo's reasoning is that it does what anyone can do manually on their phone, but don't want to for whatever reason. Kind of like charging for calling support for things that a customer may do on their own via Self Serve.

I don't know how to do this manually on my phone, as I don't understand the instructions or my phone is not very advanced, and even when I went to add data, the add-on is not available on self-serve and I hung up after hearing the voice warning that I would be charged $10 for asking for customer service. So I guess I'll just not have data or whatever block I need until I can get a friend to figure it out for me (for free).

I don't think they would charge $10 to activate a feature that isn't available on self serve...maybe ask when you call in and before they start making changes for you.

Hi JM! I can confirm what Don Whyte said. You won't be charged a customer service fee for something you can't do on your Self-Serve :)
