Precision for plans

In the 40$ Canada-wide data plan, as well as for the 30$ Canada-wide talk and text plan, the space for unlimited incoming calls is left blank. Why? Also, how easy is it upgrade a plan if I need to? If I change city, will I be paying long distance call? Merci!

They are left blank because those plans do not offer the feature. You can upgrade your plan at any time through self serve online or by calling customer service (there's a charge if done through customer service however as you can do it yourself on self serve. If you have Canada wide calling then you don't pay long distance charges from anywhere in Canada to anywhere in Canada. Ppl will be charged long distance to call you if they're not on a plan that's Canada wide.
