Just tried to add a plan pretending to be a new customer and there's no option to add on a Canada wide plan.
There is an option to add it. Once you click “Add add-ons” after selecting your plan, you are able to include the $5 add-on for Canada-wide calling and international messaging.

I looked and it does come up as an add on now.
