Not so fast Tyler!! We don't have a clue how long Fawn may have been with Koodo. If it's been a few months and if she has been paying her bill on time, my understanding is that after ( months she will be able to add a phone just fine as koodo will upgrade her status. http://community.koodomobile.com/koodo/topics/adding_another_phone-1ajxvn

If there is still a credit limit on the account, customers are limited to one active line. The one line restriction is not removed until the spending cap is.
