I'm having trouble changing my plan

I'm in Quebec and I'm trying to switch to the $49/4Gb plan. When I go to the 'change my plan' page, the plan does not show. Is this just for new customers?

It's not just for new customers. Looks like you are still on our classic TAB and you would have to pay that off first before accessing the new plans. You should see a banner that say something along the lines of " can't see the plans you want", click on that to start your plan change.
Bernard, I have the same issue. If I choose and existing plan then the plan details show up and I could click 'change to this plan'. if I click on the new plans and select one, I get a warning that I will have to accept tab changes (which I have done) then on the 'review your plan' page, no details show up and the submit button is greyed out.
