I do not understand from the website if the $28 plan is available to existing users.

Currently on $40 plan but does not use much data. New users seem to be able to choose the $28 plan but it does not appear as an option when I try to change my plan on the website. Please clarify.

Hi Alex, They are still working on the new site. If you want to switch plans, you will need to pay off your current tab balance (if any) and call Koodo using *611 or by visiting a retail location and ask them to switch your plan for you. Hope this helps!
