can I use the Koodo base plan with a phone that's not from Koodo?

If your phone is unlocked and compatible with the Koodo network, yes. Yes,You can do it. But your phone should be unlocked one. if it's network locked means,you will need to unlock it. If the phone in question happens to come from Telus and is an iPhone (3GS and newer) or a Windows 7/8 or a BlackBerry 10 phone, then you will not need to have it unlocked.
