After that is paid can I claim bring your own device $39 - 20gb plan?

Eh, It didn’t work like that.
If you are an existing customer, you would have to upgrade your phone to get the plan. Only new customer/ or new line was eligible to get the plan as a BYOD plan.
As well, if you pay off the Tab balance, you might have to pay off the Tab bonus. https://www.koodomobile.com/en/help/Tab-bonus Make sure you know what you have to pay before proceeding.

Does the $39 plan actually qualify for a tab? Im not 100% sure anymore that the $39 plan is even available for existing customers. Let me flag a rep to confirm

I dont disagree. But honestly you owe Koodo no loyalty. You need to select the product/plan that best works for you
