When is the best time to change your current rate plan to a different rate plan? Is it best to make the change at the beginning, middle or end of the billing cycle?
I know a couple of months back I changed my plan halfway through the cycle & I got hit with $30 worth of overages.

It depends on which plan you are having right now. You should be worry if you have a plan with limited minutes where proration could happen https://www.koodomobile.com/en/help/proration In these case, 1st day of the new billing cycle would be the best. However, right now, Koodo has the add-on $2 for unlimited minutes, you could add that add-on first then change your plan. That would deal with the issue.
If your plan has an unlimited minutes, it doesn’t matter. You could change it anytime.
I would change on the last day of my billing cycle right before bed
