Adding new line to my account

I have tried 3 times to add a new phone number to my account for my wife, twice on my phone last night and once this morning from the computer. I can run through the whole process to add a phone to my current account. The last page comes up as Checkout, Complete Your Order, and then find a store below. The only thing that is clickable is find a store, but I am trying to order online to save the $40 activation.

Did you select a plan as well?
